Important update for overseas students about the Vocational Education and Training (VET) course BSB80120 Graduate Diploma of Management (Learning)

The Assistant Minister for International Education has made a legislative instrument under the Education Services for Overseas Students Act 2000 (ESOS Act) that means overseas students will no longer be able to enrol in the BSB80120 Graduate Diploma of Management (Learning) (GDML) course from 5 October 2026. Overseas students who are enrolled in and have commenced the GDML before 5 October 2026 can continue their studies if they want to. Those overseas students who intend to commence the GDML in the future should read this carefully and contact their education provider to understand what the changes mean for their enrolment, Confirmation of Enrolment (CoE) and next steps. What is changing? To deliver a course to overseas students on a student visa, a provider must have that course registered on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS). This instrument will suspend or cancel CRICOS registration for the GDML under the ESOS Act. From 5 October 2026, all providers delivering the GDML must immediately cease offering the course to new students at all locations. All CoEs that providers have issued to overseas students for future commencement after 5 October 2026 in the GDML are also cancelled. If a provider’s registration is suspended • A provider's CRICOS registration for the GDML will be suspended if the provider has overseas students who are enrolled in and have commenced the course. • Providers with a suspended registration can continue teaching those students until they complete or withdraw from the course. The provider's CRICOS registration for the GDML will then be automatically cancelled. • Providers with a suspended registration cannot enrol new overseas students in the GDML, issue new CoEs for the GDML, or commence students who have not already commenced the course from 5 October 2026. If a provider’s registration is cancelled • A provider's CRICOS registration for the GDML will be cancelled if no overseas students are enrolled in and have commenced the course with that provider by 5 October 2026. • A provider with a cancelled registration cannot enrol new overseas students in the GDML, issue new CoEs for the GDML, or commence students in the GDML from 5 October 2026. Why is the Government taking this action? The Australian Government is committed to strengthening the integrity and quality of the international education sector. The Government has identified significant and systemic integrity concerns with the GDML. These concerns relate to enrolment patterns, student transfers, students not starting the course, course completion outcomes and possible student visa integrity risks. The action will protect overseas students, support the integrity and reputation of Australia’s international education sector, and safeguard Australia’s student visa system. Your provider’s obligations If the suspension or cancellation of a provider's CRICOS registration for the GDML results in a provider default for you, your education provider must tell you about the default and explain your options. If you have commenced the GDML Your provider may keep teaching you so you can complete the course. Your provider must continue to meet its obligations to you while you are studying. If you have not commenced the GDML on or before 5 October 2026 If the changes result in a provider default for you, your provider must tell you that you cannot commence the GDML and explain your options. Within 14 days of the provider default, your provider must either offer to place you in another course with them, which you may choose to accept, or refund your unspent tuition fees. Overseas student protection arrangements If your provider does not meet these obligations after a provider default, the Tuition Protection Service (TPS) may be able to help you.
